Data Overview: FY 24-25

OPHD is dedicated to raising awareness within the UC San Diego community about its efforts to address harassment and discrimination under the UC Policies on Anti-Discrimination and Sexual Violence and Sexual Harassment (SVSH). In balancing transparency with the need to maintain privacy for all parties involved, OPHD shares information in aggregate form to prevent the identification of individual incidents or parties.

This data is based on a fiscal year (FY) cycle, from July 1, 2024, to June 30, 2025.

OPHD reviews data at different levels - by Report, Complaint, Policy, and Issue. More than one issue and/or policy may be included in the same complaint. Use this flowchart whenever you need help navigating the other charts.   This image shows a flowchart illustrating the various levels of OPHD data. Report is at the top representing the broadest category of what OPHD receives. Two subcategories flow from Report: Complaint and Inquiry. Within Complaint, there are three subcategories by OPHD policy area: Anti-Discrimination, SVSH, and Consensual Relationships. Each of these policy areas may contain one or more Issue.

Keys to Understanding this Overview

OPHD conducts an initial assessment of each report received by:

  1. Providing resources and support: Sharing information about OPHD processes and available resources, inviting the Complainant (person who experienced the concern) to meet.
  2. Reviewing relevant information: Examining intake notes, supporting documents, and prior case records.
  3. Gathering additional information: Reaching out to relevant units or stakeholders to collect more information, if needed.
  4. Assessing next steps: Evaluating safety concerns, considering interim measures, and taking into account the Complainant's desired outcome (if known).
  5. Communicating with participating Complainants: Informing the Complainant about the outcome of the initial assessment and next steps.

 OPHD resolution process refers to:

  • Alternative Resolution: A voluntary, non‑disciplinary, and non‑investigative approach (guided by University policies and OPHD’s assessment) that seeks a mutually agreed‑upon outcome such as mediation, training, or restorative practices, without OPHD conducting an investigation or determining violations of policy.
  • Formal Investigation: A structured investigative procedure that begins after an initial assessment when Alternative Resolution is inappropriate or declined, featuring written notice of allegations, an assigned investigator, interviews, evidence collection, and a written report that applies a preponderance‑of‑evidence standard to determine responsibility and possible disciplinary action.
  • Other Inquiry: Occurs when a report is not closed after initial assessment yet is not appropriate for Alternative Resolution or Formal Investigation. OPHD will conduct an inquiry to clarify what occurred and promptly take actions designed to stop any substantiated conduct, prevent its recurrence, and, when appropriate, remedy its effects.

Of the 1730 total issues reported: 707 fell under the Anti-Discrimination Policy, 668 fell under the SVSH Policy, 5 fell under Consensual Relationships, and 350 fell outside of OPHD purview.

    *More than one issue and/or policy may be included in the same complaint.

Anti-Discrimination Policy: Top 5 Reported Issues FY 24-25

Sexual Violence and Sexual Harassment Policy: Top 5 Reported Issues FY 24-25

This image shows a clustered column chart depicting the Top 5 issues that were reported under the SVSH Policy during fiscal year 24-25. Of the 660 issues, the highest category was Sexual Harassment with 336 issues, followed by Sexual Assault with 127 issues, Sexual Violence with 102 issues, Other Sex-Based Harassment with 54 issues, and SVSH – Other with 41 issues.

Reports Closed by Type FY 24-25

This image shows a pie chart depicting reports that were closed during fiscal year 24-25. Of the 1838 total reports closed: 1660 were Complaints and 178 were Inquiries.

  • Complaint (90%): alleges prohibited conduct

  • Inquiry (10%): seeks consultation, guidance, or information

Complaints Closed by Outcome FY 24-25

This image shows a pie chart depicting complaints that were closed during fiscal year 24-25. Of the 1660 total closed complaints: 1466 were closed following Initial Assessment, 149 resulted in Preventative Measures, and 45 concluded with Formal Investigations.

  • Of the 1660 complaints OPHD closed:

    • 88% (1466) closed following initial assessment;

    • 9% (149) resolved via Preventative Measures;

    • 3% (45) concluded with Formal Investigations.

  • If an initial assessment does not support an OPHD resolution process, the report may be closed. Alternatively, OPHD may take preventative measures to address the concern, such as:

    • A Prevention & Education meeting to share individualized feedback with the Respondent (subject of concern)

    • Unit training to address the reported concerns and/or environmental trends

Issues Assessed FY 24-25

This image shows a pie chart depicting issues that were assessed by OPHD during fiscal year 24-25. Of the 2019 total issues assessed: 930 had Insufficient Information Reported, 742 were Ineligible for Resolution Process, 249 were not in OPHD’s jurisdiction, 70 concluded with Formal Investigation, and 28 concluded due to Complainant Electing Not to Proceed.
  • Of the 2019 issues OPHD assessed:

    • 46% (930) had insufficient information;

    • 37% (742) were not eligible for an OPHD resolution Process;

    • 12% (249) fell outside of OPHD jurisdiction;

    • 4% (70) concluded with Formal Investigation;

    • 1% (28) involved a Complainant who declined to proceed.

  • There are several reasons why a reported issue may not move forward with an OPHD resolution process. These include:

    • Insufficient information: not enough details to take action (not knowing who made the complaint, who is accused, Complainant does not engage with OPHD).

    • Not eligible for resolution process: After review, OPHD finds the reported conduct does not meet a policy definition of prohibited conduct. A resolution process is not available, but OPHD may still offer education, preventative measures, or support.

    • No jurisdiction: OPHD does not have the authority to address the issue (it may involve people or a location not affiliated with the University).

    • Complainant declines to proceed: The person making the complaint chooses not to move forward with a resolution process.

Formal Investigations Completed by Outcome FY 24-25

This image shows a pie chart depicting investigations that were completed during fiscal year 24-25. Of the 45 total completed investigations: 25 resulted in Policy Violation Not Found, 19 resulted in Policy Violation Found, and 1 investigation was Terminated.
  • Of the 45 investigations OPHD completed in FY 24-25:

    • 56% (25) resulted in no policy violation findings;

    • 42% (19) resulted in policy violation findings;

    • 2% (1) was terminated prior to conclusion.

  • As a single investigation may include multiple issues that result in different findings:

    • Policy Violation Found: the investigation included at least one policy violation (and may have multiple violations)

    • Policy Violation Not Found: the investigation did not include any findings of policy violations

    • Investigation Terminated: a significant change in circumstances has so impaired the investigation that OPHD cannot reliably determine whether the alleged conduct occurred

Active Reports at Close of FY 24-25

This image shows a pie chart depicting reports that were active as of June 30, 2025. Of the 369 total active reports: 204 were in Outreach/Information Gathering stage, 113 were in Initial Assessment, 29 were in Preventative Measures, 22 were in Formal Investigation, and 1 was in Other Inquiry.

It is important to note that OPHD's data, which includes all reports received during FY 24-25, differs from the data in UC San Diego's Annual Security and Fire Safety Report. This is because the Annual Security and Fire Safety Report has specific requirements and limitations based on campus location and incident type, as mandated by the Jeanne Clery Act.
